Confessions of a Public Speaker by Scott Berkun. This is a secular book but I really liked it. The language is sketchy, the topics won't apply to everyone but I found a myself nodding in agreement a lot. He talks about everything from the importance of preparation (really LOVED his take on this) to issues with venue set up. It really is a catch-all resource for anyone in the communications field.

Communicating for a Change by Andy Stanley. The book I wish more preachers would read.

That's Not What I Meant by Deborah Tannen and honestly, anything ever written by Deborah Tannen. Tannen is a leading linguistics expert whose work has taught me so much about why we respond to communication in the ways that we do. And honestly, those who want to communicate effectively ought to be willing to learn the science behind the art. Books like this one make it easy and affordable to get at least a working knowledge of the issues.

The Revolutionary Communicator by Erik Lokkesmoe and Jedd Medefind. This book examines the seven primary communication principles that Jesus used and has caused me to adjust my speaking strategies more than once.
